1. 日本将于11月8日重开国门，允许留学生及商务人员入境

据日本广播协会电视台统计，日本1日新增新冠确诊病例86例，是去年6月底以来首次单日新增低于100例，累计确诊病例1722603例；新增死亡7例，累计死亡18274例。统计数据还显示，东京都1日新增确诊病例9例，时隔约17个月单日新增确诊病例降至个位数。

日本近来疫情大幅好转，从8月中下旬单日新增超2.5万例到9月底以来快速下降到日增一两千例，进入10月以后更是连日下降到日增数百例。10月1日起日本解除了在全国多个地区实施的紧急状态。

另据日经亚洲报道，由于日本新冠病毒疫情趋于好转，日本政府决定最快于11月8日开始，恢复外国商务人员、留学生、研修生等入境日本。同时，日本政府将把每天入境日本的人员名额，从目前的3000人增加到5000人。

2. 教育部再提醒中国赴美留学人员提高安全意识

2021年8月上旬，美国海关与边境保护局(CBP)启动专项行动，强化对中国赴美留学的理工科人员审查力度，重点关注持有赴美学生签证(F1签证)的科学、技术、工程、数学类(STEM)中国留学人员。至今，多名已获得美国政府签发的合法签证的中国留学生在入境美国时遭美方人员滋扰、盘查，部分留学人员甚至以莫须有的罪名被拒绝入境遣返回国。同时，部分中国留学人员离境回国时遭美执法人员盘查，被没收个人电子设备事件仍有发生。

教育部再次提醒赴美留学人员提高安全意识，关注赴美留学可能遭遇的相关风险，加强自我防范和保护意识及能力，冷静妥善应对。同时遵守美国高校相关规定，及时认真查看校方有关信件邮件并按要求及时回应，以免学业受阻。如遇紧急情况，请及时联系驻当地使领馆寻求协助。

Global COVID-19 death toll tops 5M

全球新冠死亡病例超500万

The global COVID-19 death toll reached the 5 million milestone on Monday, according to data from Johns Hopkins University.

据美国约翰斯•霍普金斯大学发布的新冠疫情最新统计数据，截至美国东部时间11月1日，全球累计新冠死亡病例超过500万例。

The United States remains the worst-hit country with about 46 million cases and about 746,000 deaths, accounting for more than 18 percent of the global caseload and nearly 15 percent of the global death toll.

数据还显示，美国仍然是全球范围内疫情最严重的国家，累计新冠确诊病例约4600万例，占全球确诊病例的18%，累计死亡病例数约74.6万例，占全球死亡病例的近15%。

Brazil recorded the world's second-highest death toll at about 608,000, followed by India with about 458,000 deaths. Other countries with over 130,000 fatalities are Mexico, Russia, Peru, Britain and Italy, according to the university.

巴西累计死亡病例数（约60.8万人）居全球第二，印度累计死亡病例数（约45.8万人）居全球第三。墨西哥、俄罗斯、秘鲁、英国和意大利的累计新冠死亡病例数也都超过了13万例。

Global COVID-19 deaths topped 1 million on Sept 28, 2020, hit 2 million on Jan 15, exceeded 3 million on April 17 and crossed 4 million on July 7.

U.S. Congressman fined $48K for refusing to wear a mask

美众议员拒戴口罩被罚款$48K

Republican Rep. Marjorie Taylor Greene of Georgia has been fined $48,000 for not wearing a mask on the House floor. The House Ethics Committee publicly disclosed on Monday that Greene has been fined 20 times for not wearing a mask.

After receiving an initial warning in May, Greene was fined $500 for her first offense, and $2,500 for each subsequent offense, which is in line with House rules. The fines come from Greene's salary.

今年5月格林首次因未佩戴口罩收到警告。按照众议院的规定，第一次的违规罚款为500美元，之后每次违规都会被罚款2500美元，罚款将直接从众议员的工资中扣除。

Mask mandates were first adopted in the House in July 2020 following Texas Rep. Louie Gohmert's positive COVID-19 test.

WHO warns pandemic will drag on into 2022

The Covid pandemic will "go on for a year longer than it needs to" because poorer countries are not getting the vaccines they need, the World Health Organization (WHO) says. Less than 5% of Africa's population have been vaccinated, compared to 40% on most other continents.

Shanghai Disney Resort resumes operations

Shanghai Disneyland and Disneytown will resume operations Wednesday after a temporary closure for COVID-19 control, the facility said in a statement on Tuesday.

上海迪士尼度假区11月2日发布消息，因新冠疫情防控而短暂关闭的上海迪士尼乐园和迪士尼小镇将于11月3日起恢复运营。

All cast members and third-party employees returning to work in the resort have completed two nucleic acid tests within 48 hours, with all results negative.

All environmental samples collected have also tested negative, according to the statement.

China's grain reserves sufficient, supply secure

我国粮食库存充足、口粮绝对安全

China's total grain reserves are currently sufficient, and stocks of wheat and rice, the two major grains, continue to increase, an official said on Wednesday.

国家粮食和物资储备局粮食储备司司长秦玉云11月3日表示，当前我国粮食库存充足，小麦和稻谷两大口粮品种库存持续增加，国内粮食市场供应完全有保障。

Supply in the domestic grain market is fully guaranteed, said Qin Yuyun, from the National Food and Strategic Reserves Administration, adding that China's annual grain output in 2021 is projected to exceed 650 billion kilograms for the seventh consecutive year.

国家粮食和战略储备局的秦玉云说，国内粮食市场的供应得到充分保障，并补充说，预计2021年中国的粮食年产量将连续第七年超过6500亿公斤。

Noting that China's current grain reserves are at a historically high level, Qin said that with several bumper harvests, the country's growing wheat stocks are sufficient to meet consumer demand for a year and a half. Mounting grain reserves can ensure China is "basically self-sufficient in grain, with the supply of staple food absolutely safe," the official said.

Nation honors top scientists

国家颁发最高科学技术奖

Two scientists, aircraft designer Gu Songfen and nuclear expert Wang Dazhong, won the State Preeminent Science and Technology Award on Wednesday for their outstanding contributions to scientific and technological innovation.

11月3日，飞机设计大师顾诵芬和核能科学家王大中因在科学技术创新中的突出贡献荣获国家最高科学技术奖。

Gu, born in 1930 in Jiangsu province, is a renowned aircraft designer.

He was in charge of the aerodynamic design of the Shenyang JJ-1, the Nanchang CJ-6, and the Shenyang J-8 and J-8-II, laying the foundations of subsonic and supersonic aircraft design in the country.

顾诵芬，1930年出生于江苏，我国著名飞机设计大师。

他主持了歼教1、初教6、歼8、歼8Ⅱ飞机气动布局设计，奠定了我国亚音速飞机和超音速飞机气动力设计的基石。

Wang, born in 1935 in Hebei province, is an internationally renowned nuclear energy scientist and educator.

Wang has worked in nuclear energy technology for decades, presiding over the research, design, construction and operation of China's first 5 mW Low Temperature Nuclear Heating Reactor (NHR-5) and the nation's first 10 mW High Temperature Gas-Cooled Reactor (HTR-10).

王大中，1935年出生于河北，国际著名的核能科学家、教育家。

他在先进核能技术研发领域几十年耕耘，主持研究、设计、建造、运行成功我国第一座5MW壳式一体化低温核供热堆以及第一座10MW模块式球床高温气冷实验堆。
