房地产市场的“道”与“术”"Tao" and "art" in the real estate market

房地产市场平稳健康发展,需要全面落实房地产长效机制,最关键的就是不管“风吹浪打”,必须坚持房子是用来住的、不是用来炒的定位,突出住房的民生属性,避免将房地产作为短期刺激经济的手段。这是房地产市场实现高质量发展,在“道”的层面需要坚持的原则和指导思想;而从“术”的层面来说,则要区分两个领域,一是保障性住房,一是商品房。保障性住房重点在“保”,保基本;商品房重在“稳”,稳地价、稳房价、稳预期。该保的要保起来,该稳的能稳得住,那么市场上长期以来存在的焦虑、浮躁、追涨等情绪就会逐步淡化,房地产市场也会在目前稳中向好的基础上进一步向稳中加固、稳中提质的方向发展。

Indemnificatory housing focuses on "ensuring" and basic housing; Commercial housing focuses on "stability", stabilizing land prices, house prices and expectations. What should be guaranteed should be guaranteed, and what should be stable can be maintained. Then the long-standing anxiety, impetuosity, chasing up and other emotions in the market will gradually fade, and the real estate market will further develop in the direction of strengthening and improving quality on the basis of the current stability.
