作为第五届世界生物圈保护区大会的重要议程之一，“植物多样性综合保护：保护区、植物园与社区论坛”于2025年9月24日在中国杭州召开。这场跨越地域的全球盛会汇聚了科研机构、植物园、保护区管理机构、在地社区及国际组织的关键行动者，共同应对气候变化、生境退化和不可持续资源利用背景下植物多样性保护的全球挑战。

论坛以构建协同保护全球范式为使命，强调植物园（迁地保护）、保护区（就地保护）与社区（传统生态知识守护者）的三方协同构成不可替代的保护基石，并发布《植物多样性保护倡议》。

植物多样性保护，是全球可持续发展的核心支柱，直接关联联合国可持续发展目标及“2020后全球生物多样性框架”。

以国家植物园体系为代表的中国实践，展示了植物园、保护区与社区如何通过就地-迁地保护联动、资源共享与行动协同形成保护合力，为全球提供了整合策略的鲜活样本。

长效保护依赖在地社区与学校的深度参与，以及传统生态知识的科学转化。论坛倡导通过赋权社区、提升公众认知及共建管理框架，将植物多样性价值教育纳入全民素养体系。

Plant diversity underpins ecosystem health and human well-being. The forum emphasized that plant diversity conservation, including the safeguarding of adaptive capacity, is essential for strengthening climate resilience, safeguarding ecological integrity, and achieving sustainable development. It is a fundamental prerequisite for advancing global sustainability goals and fostering planetary stewardship.

2.China’s Ecological Governance: A Model for Global Collaborative Conservation

China’s ecological governance practices, exemplified by the National Botanical Garden system, demonstrate how botanical gardens, protected areas, and local communities can complement each other in plant conservation. The forum highlighted the importance of integrated strategies that combine in situ and ex situ efforts, with an emphasis on mutual learning, shared resources, and coordinated actions—offering valuable lessons for global collaborative conservation.

3.Public Education and Community Engagement: The Cornerstone of Long-Term Conservation

Long-term biodiversity conservation depends on engaging local communities and schools, as well as integrating traditional ecological knowledge into conservation practices. The forum emphasized empowering communities and schools, raising public awareness, and fostering co-management frameworks. Education initiatives were also highlighted as vital to cultivating broader public understanding of the value of plant diversity.

4.Strengthening Global Cooperation: Breaking Down Barriers to Knowledge and Action

The challenges of plant diversity conservation are global in scope and demand coordinated international responses. The forum underscored the need to strengthen global cooperation through sharing best practices, successful case studies, and strategies for knowledge exchange. 基于论坛共识，我们发布以下行动纲领：

1.建立全球植物多样性协作网络

构建连接植物园、保护区、社区与学校的长期协作平台，推动知识共享、资源整合与联合行动。

2.强化政策与制度支持

敦促各级政府完善保护政策体系，包括资金机制设计、社区参与激励及跨部门协作框架构建。

3.推进教育普惠计划

将植物多样性教育纳入全球基础教育课程与公众科普体系，培育新一代保护科学家、政策制定者与公民科学家。

4.动员公平化保护资金

协调《生物多样性公约》（CBD）与联合国教科文组织“人与生物圈计划”（MAB）等国际机制，引导资金与技术资源向包容性保护项目倾斜。

In response to the discussions and insights shared during the forum, we hereby put forward the following Call to Action:

1.Establish a Global Plant Diversity Collaborative Network

A long-term collaborative network linking botanical gardens, protected areas, reserves, local communities, and schools. This network will facilitate knowledge exchange, pool resources, and implement joint conservation initiatives, serving as a critical platform to advance global conservation efforts.

2.Advocate for Policy and Institutional Support

We urge governments at local, national, and international levels to strengthen policies supporting plant diversity conservation. This includes promoting funding opportunities, incentivizing community participation, and creating frameworks that encourage cross-sector collaboration. These policy measures are essential to ensure sustained support for plant conservation efforts.

3.Foster Education and Outreach Initiatives

We call for a global integration of plant diversity education into academic curricula and public awareness campaigns. The aim is to inspire future generations of conservationists, scientists, and policymakers to prioritize biodiversity conservation in their work and actions.

4.Mobilize Global Funding for Equitable Conservation

The forum emphasized the urgent need to mobilize global funding and resources to support equitable and inclusive plant diversity conservation. Further alignment with international initiatives such as the Convention on Biological Diversity (CBD) and UNESCO’s Man and the Biosphere Programme (MAB) will help channel financial and technical support, harmonize conservation strategies, and ensure that plant diversity conservation remains a top priority on the international agenda.

本《倡议》作为论坛成果文件正式发布，呼吁跨领域、跨区域的增强协作。唯有通过保护区、植物园、社区与学校的共同行动，方能守护植物多样性的适应力，为所有文化、未来世代乃至整个地球的公平福祉提供保障。

Working together, reserves, gardens, communities, and schools can safeguard the adaptive capacity of plant diversity, ensuring equitable benefits for all cultures, future generations, and the planet as a whole.
