1. 麻省理工宣布EECS学院重组

作为麻省理工 Stephen A.Schwarzman 计算机学院的一部分，MIT 最大的学术部门——电气工程和计算机科学（EECS）重组了。重组后的EECS被分为三个单独的系：电子工程（EE）、计算机科学（CS）、人工智能和决策（AI+D）。

这个重组计划早在今年夏季，就根据计算机工作组的研究报告而制定。

原本的 EECS 是一个太过于宽泛的学术方向，MIT Stephen A.Schwarzman 计算机学院的院长 Dan Huttenlocher，表示“很难想象这一个没有电气工程专业的工程学院和一个没有计算机科学的计算机学院”。

但“拆分”后的计算机学院变得更加细化了，这样的变化不仅体现在 EECS 内部，还实现了整个校园和各个学科之间实现高度协作的办法，增强了各个部门的联系。

2. 英语能力标准对接托福

教育管理部门表示，中国首个英语能力测评标准——英语能力等级量表与托福考试成绩对接将进一步推动我国外语评价体系的国际融合。

中国教育部考试中心与美国教育考试服务中心11日联合发布托福考试成绩与中国英语能力等级量表对接结果。对接研究工作历时两年顺利完成。

中国英语能力等级量表与托福考试成绩对接后，托福总分最低分37分(听力4分、阅读7分、口语和写作各13分)相当于中国英语能力等级量表中的四级。

3. '论文作坊'令英高校头疼

最新数据显示，过去5年来，英国一些顶尖大学的作弊现象翻倍。罗素大学集团承认，他们正在努力监管所谓的"论文作坊"。

英国《每日电讯报》根据自由信息法案得到的数据显示，利兹大学正式调查的涉及学术不端行为的学生人数翻了两番，从2014-2015年度的127人增至去年的516人。

在同一时期，诺丁汉大学因学术不端受调查的学生人数也几乎增长到原来的3倍，从195人增至514人。伦敦玛丽女王大学也翻了一倍多，从104人增加到248人。

其中，利用"论文作坊"的学生越来越多。"论文作坊"是指收费代写论文的公司，这一行为也被称为"合同作弊"。由于论文是由人而非机器代写，且通常会按照要求"量身定做"，这种作弊情况常常很难被发现。

数据显示，虽然一些大学的传统抄袭现象有所减少，但其实是被这种"合同作弊"所取代。

1,634 fugitives brought back

'天网'最新追逃追赃成果

A total of 1,634 fugitives accused or suspected of corruption related crimes have been brought back to China from January to October, up 69% year-on-year, according to figures from the office in charge of fugitive repatriation and asset recovery under the Central Anti-Corruption Coordination Group.

来自中央反腐败协调小组国际追逃追赃工作办公室的数据显示，今年1至10月，全国共追回外逃人员1634名，同比增长69%，其中党员和国家工作人员741人，同比增长201%。

Of those who were brought back to the country, 741 are members of the Communist Party of China and officials, up 201% year-on-year.

In addition, the amount of ill-gotten gains brought back from overseas reached 2.95 billion yuan, up 288% year-on-year.

追赃金额达到29.5亿元，同比增长288%。

Four of those who were handed back to the country were on the Interpol Red Notice list of 100 corruption fugitives most wanted by China.

追回外逃人员中包括"百名红通人员"4人。

CPI rises 4.5% in November

11月CPI同比上涨4.5%

China's consumer price index (CPI), a main gauge of inflation, rose 4.5% year-on-year in November, the National Bureau of Statistics said Tuesday. The growth rate, which was up from 3.8% in October, was the highest so far this year.

国家统计局10日表示，11月份，衡量通胀的主要指标全国居民消费价格同比上涨4.5%，这一涨幅较10月份的3.8%有所上升，是今年以来的最大涨幅。

Food prices grew 19.1% year-on-year last month, up from 15.5% in October, while non-food prices gained 1%, 0.1 percentage point higher than in October. Pork prices rose 110.2% year–on-year last month, while vegetable prices saw a 3.9% increase from a year ago.

11月份食品价格同比上涨19.1%，非食品价格上涨1%。10月份，食品价格和非食品价格的涨幅分别为15.5%和0.9%。11月份，猪肉价格同比上涨110.2%，鲜菜价格上涨3.9%。

The CPI in urban and rural areas posted a year-on-year growth of 4.2% and 5.5%, respectively. In the first 11 months of the year, consumer prices on average rose 2.8% from a year earlier, the bureau said.

11月城市居民消费价格同比上涨4.2%，农村居民消费价格上涨5.5%。今年1-11月平均，全国居民消费价格比去年同期上涨2.8%。

Scientists create fake blood

日本研制出万能人造血

Scientists in Japan have developed "artificial blood" that could, in theory, be transfused into patients regardless of their blood type.

日本科学家研制出了一种"人造血液"，从理论上讲，这种血液可以输入任何血型的病人体内。

According to the journal Transfusion, the artificial blood can mimic and fulfill the functions of biological blood, primarily the storage and transport of oxygen, if a body is suffering from severe blood loss during surgery or after trauma.

据《输血》期刊报道，如果患者在手术期间或创伤后出现严重失血，这种人造血液可以模拟和实现生物血液的功能，主要是储存和运输氧气。

"It is difficult to stock a sufficient amount of blood for transfusions in such regions as remote islands," said the study author Manabu Kinoshita, an associate professor of immunology at the National Defense Medical College. "The artificial blood will be able to save the lives of people who otherwise could not be saved."

Russia banned from Olympics

俄罗斯遭WADA禁赛四年

The World Anti-Doping Agency, or WADA, on Monday announced that it banned Russia from all major global sporting events for the next four years, including the 2020 Tokyo Olympics, the 2022 Beijing Winter Olympics, and the 2022 FIFA World Cup in Qatar, after accusing Moscow of falsifying data from an anti-doping laboratory.

9日，因指控莫斯科篡改反兴奋剂实验室数据，世界反兴奋剂机构(WADA)宣布禁止俄罗斯在未来4年内参加所有国际体育赛事，包括2020年东京奥运会，2022年北京冬奥会和2022年卡塔尔国际足联世界杯。

WADA said Russia has 21 days to appeal the ban. The Russian Olympic Committee called the sanctions "illogical and inappropriate".

世界反兴奋剂机构表示，俄罗斯将有21天时间对该禁令提出上诉。俄罗斯奥委会称这些制裁"不合逻辑且不恰当"。

Russia has consistently denied all the accusations and signaled that it will appeal the ban to a sports arbitration court. Even if the bans are ultimately enforced, Russian athletes who can prove they are untainted by the doping scandal will be able to compete under the Olympic flag as "Olympic Athletes from Russia".

Volcanic eruption off NZ

新西兰火山喷发多人丧生

A volcano off the New Zealand coast erupted Monday with a towering blast of ash and scalding steam as dozens of tourists were exploring its moon-like surface, killing five people and leaving eight others missing and feared dead, authorities said.

Helicopter crews landed on White Island despite the danger and helped evacuate the dozens of survivors, some of them critically injured. Hours after the disaster, authorities said the site was still too dangerous for rescuers to search for the missing.

Trump impeachment charges

US House Democrats on Tuesday moved forward by announcing two articles of impeachment, accusing US President Donald Trump of abuse of power and obstruction of Congress — the culmination of over two months of investigation by Democrat-led House committees into the president's dealings with Ukraine.

由民主党主导的美国国会众议院在对美国总统特朗普"通乌门"事件进行了两个多月的调查后终于有了下一步行动，将这场"宫斗"大戏推向高潮。众议院民主党10日公布了针对特朗普的两项弹劾条款：滥用权力和妨碍国会。

"The president holds the ultimate public trust," House Judiciary Chairman Jerry Nadler said. "When he betrays that trust and puts himself before country, he endangers the Constitution, he endangers our democracy and he endangers our national security."

US Fed holds rates steady

美联储按下利率'暂停键'

The US Federal Reserve on Wednesday left interest rates unchanged after cutting rates at each of the last three meetings, as officials assessed the effect of rate cuts on the US economy.

11日，美联储宣布维持联邦基金利率不变，官员们是在评估了此前连续降息对美国经济的影响后作出这一决定的。此前三次议息会议上美联储均宣布降息。

The Federal Open Market Committee, the Fed's policy-making committee, decided to maintain the target range for the federal funds rate at 1.5% to 1.75% after concluding a two-day policy meeting, in line with market expectations.

两天的议息会议结束后，美联储内负责制定政策的联邦公开市场委员会决定，将联邦基金利率目标区间维持在1.5%-1.75%不变，符合市场预期。

"Information received since the Federal Open Market Committee met in October indicates that the labor market remains strong and that economic activity has been rising at a moderate rate," the Fed said in a statement, adding that household spending has been rising at a strong pace while business fixed investment and exports remain weak.

美联储在一份声明中称："联邦公开市场委员会在10月会议后获得的信息显示，就业市场依然强劲，经济活动以温和的速度增长。家庭支出强劲增长，但企业固定投资和出口依然疲弱。"
