我们，来自国际组织、相关国家政府组织、梯田所在地管理机构、学术组织、企业和社会团体的代表人士，聚集在一起，对梯田这一独特的农业文化遗产和世界灌溉工程遗产表达我们的共同关注和认识。

We, as representatives of international organizations, relevant government organizations, administrative institutions in terraced areas，academics, enterprises and all sectors of the society,have convened to collectively express our shared concern and unwavering commitment to the preservation and development of terraces, which hold significant value as a unique agricultural cultural heritage.

我们认为——

梯田是人类的重要文化遗产，孕育了农耕文明，保护了生物多样性，提供了食物和生计，也承载了人类的智慧和记忆，具有极高的生态、经济、社会和文化价值，保护与发展梯田，促进其所在地区社会、经济和环境的可持续发展，是我们的一致追求，理当成为我们共同的行动目标。

We believe that the terraces are vital cultural heritage of humanity. They nurture the soil, safeguard biopersity, supply food, and carry human wisdom and memory. Terraces hold immense ecological, economic, social, and cultural value, warranting global endeavor to preserve, restore, and further develop them. To ensure the preservation and restoration of terraces, while simultaneously promoting sustainable development in the regions where they are situated, encompassing social, economic, and environmentally aspects should be our common objective.

我们呼吁——

加强调查研究，开展全球性调查，识别并科学评估梯田的类型、分布、功能和价值，并建立全面的数据库；加强典型推介，收集全球范围内梯田保护和发展的案例，分享其成功的经验；强化政策供给，推动各国政府制定综合性、可持续的策略，实施有利于梯田保护与发展的政策，包括但不限于土地使用政策、农业政策、旅游政策等；强化居民参与，确保原住居民在梯田保护与发展过程中有充分的知情权、决策权和参与权，并保障他们的经济和社会权益；加强国际合作，建立常态化的合作交流机制，拓展融资渠道，推动跨学科研究和教育活动，培养更多的专业人才。

We call for the identification and documentation: conducting global surveys to identify and assess various aspects of terraces, such as their types, distribution, functions, and values, and ultimately, establish a comprehensive database. We call for the promotion of best practices: collecting and sharing successful global cases of terrace preservation and development. We call for the management policy implementation: encouraging the governments’ adoption of comprehensive and sustainable strategies and the implementation of policies favorable to terrace preservation and development, including but not limited to land use policies, agricultural policies, and tourism policies. We call for enhanced community engagement by ensuring the active involvement and decision-making authority of indigenous residents in the preservation and development of terraces while simultaneously safeguarding their economic and social rights. We call for strengthening international cooperation by actively pursuing international cooperation opportunities, persify funding sources, promote interdisciplinary research and educational initiatives, and foster the cultivation of more professionals in this field.

全社会行动起来，强化梯田保护与发展共识，推动农耕文化交流互鉴，推进梯田保护与发展不断取得创新性成果，为世界梯田的“原态保护、活态利用、业态融合”而携手努力。

We propose the entire society to strengthen the consensus on terrace conservation and development, promote the exchange and mutual learning of agricultural cultures, and continuously achieve innovative results in terrace protection and development. Together, we are working hand in hand for the "preservation in its original state, dynamic utilization, and integrated development" of terraces worldwide.
